How can you burn fat around the waist and build muscle at the same time? Cardio mixed with weight lifting?

I have very limited arms and legs so now I'm trying to build muscle. I've been using creatine and protein and go to the gym 5 times a week for one hour at a time. I'm also trying to change my tonalit the ABS?. My ABS have a small quantity? fat around them. It 's the only fat I can' t seem to get rid of. My question?: How to burn the fat around my life and build muscle on the rest of my body at the same time? I 'VE said the cardio to do it, but thought you were supposed evit diare make excessive amounts of cardio when you try to build muscle. If anyone has any tips, would be much appreciated.

    swimming. the resistance of the water builds up muscle while the full-body workout really burns a lot of fat.
